In Belize, the World Bank partners with the Government to advance the objectives of the Country Partnership Framework (CPF), focusing on strengthening resilience to climate change and economic shocks, promoting sustainable growth, improving public sector effectiveness, and enhancing opportunities for private sector development and job creation. The World Bank Group, including the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA), supports Belize’s development priorities through investments, advisory services, and partnerships across key sectors such as energy, agriculture, blue economy, water, education, and fiscal sustainability.
The World Bank is seeking to engage a UN Volunteer Belizean national to support its operational and strategic engagement in Belize. The World Bank's Caribbean Country Management Unit (CMU) in Kingston, Jamaica manages an active portfolio in Belize across sectors including energy, agriculture, blue economy, water, education, climate shocks, fiscal sustainability and private sector engagement. The office works in close partnership with the Government of Belize to deliver the Country Partnership Framework (CPF) objectives and to support the country’s development priorities. The assignment is intended to support the effective management and delivery of the Belize programme and to strengthen the operational capacity of the Country Management Unit (CMU) on the ground. The volunteer will support the Country Representative and the CMU team in managing and monitoring the country portfolio, facilitating operational processes, coordinating knowledge and learning activities, and supporting engagement with government counterparts and development partners. The candidate is also expected to faciliate private sector engagements in support of the program that the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA), which are agencies of the World Bank Group, are developing in the country. The selected candidate is expected to bring strong experience in development operations, portfolio management, public policy, international development, or related fields, and will work closely with the World Bank Group team, government counterparts, and other stakeholders to advance development priorities and support effective programme delivery.
Under the direct supervision of the Operations Manager for the Caribbean Country Management Unit (CMU), the UN Volunteer will provide analytical, operational, and coordination functions as a key member of the CMU’s Operations team supporting the World Bank's engagement in Belize. Key responsibilities will include the following: Portfolio Management and Monitoring · Monitor country portfolio performance in close collaboration with the CMU operations team, task teams, and government counterparts, and provide periodic reporting. · Contribute to the preparation of monthly portfolio meetings to facilitate/ensure timely deliveries and promote the exchange of operational knowledge/experiences. · Assist with Country Portfolio Performance Reviews (CPPRs) to enhance the performance of the portfolio. · Participate as a key team member of strategic products activities; and contribute to the preparation of management briefs and other major or complex internal reports. · Assist the Country Representative and country operations team in monitoring of work program and budget implementation, quarterly reviews and progress reporting. · Liaise with national authorities to ensure follow-up on World Bank requests. · Assist with the organization of operational and management visits to Belize. · Support the Country Representative and CMU team with ad-hoc requests. Country Strategy and Analytical Support · Contribute to the preparation of the Annual Business Planning Process under the CPF, the CPPR and country engagement products. · Contribute to the preparation of other analytical and advisory work as needed. · Contribute to the preparation of briefing notes, talking points, and presentations for the Country Representative and Senior Management. Stakeholder Engagement and Coordination · Facilitate coordination with government counterparts, development partners, civil society, and private sector stakeholders on portfolio and strategic matters. · Represent the CMU in inter-agency meetings, donor coordination forums, and working groups as delegated by the Country Representative. · Support the CMU in maintaining strong relationships with stakeholders and serve as a liaison with clients, development partners, and civil society in Belize. · Build rapport and leverage partnerships with counterparts across the government to foster collaboration, advance strategic goals, and ensure alignment with the Belize CPF. · Navigate Belize’s development landscape, analyzing key stakeholders’ roles and interests to identify challenges and opportunities. Use this insight to guide discussions, support high-level decision-making, and develop sustainable strategies for project implementation. · Support the preparation of briefing notes and assist in determining appropriate Bank responses to government requests and other communications. · Support the Country Representative and CMU operations team in the preparation of briefings and coordination of meetings with authorities for the Annual Meetings, Spring Meetings, and in country, as needed. Administrative and Operational Support to the CMU · Support the identification, documentation of lessons learned and good practices from the portfolio. · Support the organization and coordination of events including portfolio reviews meetings and missions for the agencies of the World Bank Group. · Contribute to the preparation of correspondence, management of mission calendars, and coordination of high-level visits for the agencies of the World Bank Group. Expected Deliverables The volunteer will be expected to contribute to the timely delivery of, among others: · Monthly portfolio update reports. · Contributions to country engagement and analytical products. · Briefing notes, talking points, and presentations for management. · Quality-reviewed operational documentation. · Summaries and follow-up matrices for development partner coordination meetings. · Operational and management support products for the World Bank Group.

Master's degree in Economics, Public Policy, International Development, International Finance, Business Administration, or a related field. A first-level university degree (Bachelor's degree or equivalent) combined with two (2) additional years of relevant professional experience may be considered in lieu of an advanced degree.

The World Bank is seeking to engage a UN Volunteer who is a Belize national. Other nationalities will not be considered. · A minimum of eight (8) years of progressively responsible professional experience in development operations, portfolio management, programme implementation, public sector engagement, or related areas. · Experience working with the World Bank Group, other multilateral development banks, international financial institutions, United Nations entities, or comparable international development organizations is highly desirable. · Demonstrated experience in supporting or managing World Bank (or other MDBs’) lending operations across the project cycle (identification through closing) and Familiarity with World Bank operational policies and procedures (including environmental and social frameworks, fiduciary policies, and procurement guidelines) would be an advantage. · Strong analytical and problem-solving skills, with the ability to synthesize complex information and contribute to strategic decision-making processes. · Demonstrated ability to produce high-quality written outputs including reports, briefs, and presentations. · Knowledge of development issues in Belize. · Professional proficiency in English is required
